EBRA Publishes Position on Article 63 – Deposit Return System for Batteries The European Battery Recyclers Association (EBRA) has published its formal position on Article 63 of the Batteries Regulation (EU) 2023/1542, which requires the European Commission to assess the feasibility and potential benefits of introducing a Deposit Return System (DRS) for waste #batteries, particularly those of general use. EBRA does not support the introduction of a DRS for batteries. Our position is based on practical experience and evidence from other waste streams, where such systems have proven ineffective due to the absence of workable mechanisms for deposit reimbursement. Without a functional operational and financial framework, a DRS scheme risks failing in real-world application. The Batteries Regulation is grounded in the principle of Extended Producer Responsibility (EPR). It is the duty of producers to finance and implement collection and recycling solutions. Transferring this burden to downstream actors contradicts the EPR model and threatens the stability of existing systems. EBRA urges the Commission to focus on enhancing current EPR-based approaches and supporting proven, practical measures to increase battery collection rates — not pursuing untested and unworkable DRS models.

This week, Cefic and the European Association of Chemical Distributors (FECC) brought together over 100 participants, both online and in Brussels, for a hybrid workshop on the Digital Product Passport (DPP). The event sparked lively discussions among stakeholders from across the chemical value chain, including representatives from the #battery and #detergent sectors. Participants explored how different industries view the implementation of DPP and shared valuable insights on the challenges and opportunities it presents. ???The European Commission (DG GROW) shared its vision for the DPP: what it will include, how it might look, and its expected role in driving sustainability and transparency. ?
